First and Second Generations Empty First and Second Generations

I am not a pro on any of the Video Games. Someone who knows something about is can you tell me which ones you can get noctowl or at least hoot-hoot in.

You can get Hoot-hoot playing any of the Johto games, so if you have SS and HG it will be quite easy for you to get one, I believe.
